Royal Bank of Canada has agreed to issue EUR 500,000,000 0.25 per cent. Senior Notes due May 2, 2024, Series 45643 (the "Notes") pursuant to its Programme for the Issuance of Securities (the "Programme").

The following document constitutes the final terms dated April 30, 2019 (the "Final Terms") relating to the admission to trading of the Notes for purpose of Article 5.4 of Directive 2003/71/EC and must be read in conjunction with the Prospectus dated September 24, 2018, as supplemented by the 1^st Supplementary Notes Base Prospectus dated December 19, 2018, the 2^nd Supplementary Notes Base Prospectus dated March 6, 2019 and the 3^rd Supplementary Notes Base Prospectus dated April 17, 2019 and relating to the Programme (together, the "Prospectus").  Full information on Royal Bank of Canada and the offer of the Notes is only available on the basis of the combination of the Final Terms and the Prospectus.
